Unethical conducts policy and procedures

Dealing with the unethical conducts of the students is according to Universities Organization Law


Regular and affiliated students, students who are authorized to sit for an exam as external students, and students who attend as hearing students shall be subject to the disciplinary system indicated here in after. (ARTICLE– 123)


All violation of the University Laws, regulations and traditions especially the following shall be considered a disciplinary violation :

1- Acts violating ORDER in the Faculty or University Installations.

2- Hindering the Study, instigating for such hindrance, or the author of such act refrains from attending the lessons, lectures, and other University works which the regulations provide to attend regularly.

3- All student committing an act against honour and dignity,

or violating the rules of good conduct and behaviour inside or outside the University.

4- All breach of the Examination system or calm necessary therefore, and all cheating or attempt to cheat in the exam.

5-All damage to installations, equipment, materials, or books of the University or wasting them.

6- All organization of societies within the University, or participation

there in without prior authorization from the concerned University Authorities.

7- Distribution of leaflets, pamphlets, issuing wall papers in any shape in the Faculties, or collecting signatures without prior authorization from the concerned University Authorities.

8- Sit-in inside the University Buildings, or participating in demonstrations contrary to public order or morals. (ARTICLE– 124)



All student committing or attempting to commit cheating in the exam and is caught in the act, shall be turned out by the Dean or his deputising assignee in the Examination Committee, and shall be deprived from the examination in the rest of subjects He shall also be considered failing in all subject ofthis exam and shall be referred to the disciplinarycouncil. But, in the other cases, the examination shall be cancelled by a decision of the Disciplinary Council or the Council of the Faculty, and such cancellation shall result in annulling the Scientific Degree if it had been granted to the students before discovering the fraud (cheating).  (ARTICLE – 125)



The disciplinary penalties are as follows

1 - Verbal or written cautioning

2 - Warning

3 - Depriving the student from certain student services

4 - Depriving him from attending the lessons of one of the curriculae subjects for a period not exceeding one month

5 - Dismissal from the Faculty for a period not exceeding

one month.

6-Depriving him from the =examination of one or more subjects of the curriculae;

7-Suspending the registration of the student for the Master's or Doctorate Degree for a period not exceeding two months

or for a term of study.

8 -Cancelling the student's examination in one or more subjects of the curriculae;

9- Dismissal from the Faculty for a period not exceeding one term.

10-Depriving him from the examination in one or more terms.

11- Depriving the student from registering for the Master's or Doctorate Degree, for one or more terms.

12- Dismissal from the Faculty for a period exceeding one term of study.

13- Final dismissal from the University, and the dismissal decision shall be notified to other Universities. The student, as a result, shall not be fit for registration or sitting for the exam in the Universities of the Arab Republic of Egypt. (ARTICLE– 126)



Instruction may be given to announce the decision concerning the disciplinary penalty within the Faculty, and the decision shall also be notified to the Student's guardian. Decisions issued concerning disciplinary penalties shall be kept, with the exception of verbal cautioning, in the file of the Student. The Council of the university shall have the power to reconsider the decision concerning final dismissal of the student, after the lapse of at least three years from issuing the decision.



Authorities concerned with imposing the penalties are the following:

1 - The Professions and assistant professors: They may inflict the first four penalties as indicated in the previous article, for the student's violations during the lessons, lectures, and different university activities.


2 - The Dean of the Faculty He may inflict the first EIGHT penalties as indicated in the previous article. In case troubles or disorder occurs which results or/feared to result in irregularity of study or examination, the dean ofthe Faculty may inflict all the penalties set forth in the previousarticle, providing he shall table the matterwithin two weeks from the date of inflicting the penaltybefore the Disciplinary Council if the penaltyis 'final dismissal from the University, and before thePresident of the University with regard to other penaltiesin order to confirm the penalty, abolish it, or modify it.


3-The President of the University: He may inflict all the penalties indicated in the previous article, with the exception of the last penalty, after consulting the view of the Dean of the Faculty. He may also prevent the Student referred to the Disciplinary Council from entering to the Campus of the University until the date determined

for his trial.


4 DISCIPLINARY COUNCIL It may impose all the penalties. (ARTICLE-127)


None of the penalties prescribed in item 5 and the following items of article (126) shall be inflicted except after investigation completely with the student and hearing his statements as regards all that is attributed to him. If he doesn't show up at the time determined for investigation he shall forfeit his right to get his statements heard. The investigation shall be carried out by the assignee delegated by the Dean of the University. The members of the Teaching Staff who is delegated for investigation with the Student may not be member of the Disciplinary Council. (ARTICLE-128)




The decisions issued from the Authorities concerned with imposing the disciplinary penalties according to article (127) shall be final. However, objecting to the decision issued in absentia from the Disciplinary Council may take place within one week from announcing it to the student or to his guardian. The decision shall be considered as issued 'in presence' if the request to attend had been announced to the person of the student or to his guardian, but the student failed to attend without a plausible excuse.  (ARTICLE– 129)
